Industrial Pretreatment


Who is required to have an industrial wastewater permit?
Any commercial or industrial establishment that manufactures any material or product, regardless of whether or not they use water in their manufacturing process.

Are there different types of industrial users?
Yes! They are classified as Group I, II, III, and IV. The following explains how the industrial users are grouped:

Group I – Significant industrial users that are required to install and maintain industrial pretreatment systems, such as pH neutralization metal precipitation, solvent removal, ultra-filtration, metal reduction, etc. This group may include EPA categorical industries that are required to pretreat.
Group II – Significant industrial users that are not required to install pretreatment systems, but have been decided by the superintendent that they may have a significant impact on the POTW.
Group III – Non-significant industries that have low or non-toxic discharges. Includes photo-processors, printers, small volume dischargers, etc.
Group IV – Non-significant industries that have little or no impact on the POTW. No EPA categorical industries are within this group.

Is there an annual fee charged by the City of Nashua in order to have an industrial discharge permit?

Note: the following fee schedule was implemented in 1996. All permit holders are billed the appropriate fee on a yearly basis when permits are renewed each year in September.

What are the penalties for operating without an industrial discharge permit?
Any business operating without an industrial discharge permit is in violation of, and subject to the penalties listed within, the City of Nashua Sewage Disposal Ordinance.

Contact the Nashua Wastewater Treatment Facility, Phillip Appert, Industrial Pretreatment Coordinator at (603) 589-3569.

If I own property and rent to a new business, what should I tell the new business owner?
The new business should be referred directly to our office in order to expedite the permitting process (603) 589-3560.

Group I and Group II Base Fee = $100.00
Group III Base Fee = $20.00
Group IV Base Fee = $15.00

*An additional $1.00 for every 1000 gallons over the first 1000 gallons average daily flow.
